As such, the New Jersey Supreme Court has certified attorney Todd Leonard as a Civil Trial Attorney. This is a prestigious achievement less than 2 percent of the attorneys in the State of New Jersey can claim. In 1980, the Supreme Court wanted to establish a system by which to determine whether a lawyer had an adequate understanding of their particular field of law. To do so, they founded the Board on Attorney Certification, which created guidelines and requirements attorneys had to meet in order to be gain the certification as a reputable, reliable lawyer.
Where did the Certification Get Its Start?
The Supreme Court of New Jersey directed the Board on Attorney Certification to create an attorney certification program. This program came about in an effort to protect consumers from false advertising and to raise the level of confidence in New Jersey's practicing attorneys. The certification program was specifically designed to help the average person make an informed decision about which attorney to select for representation in a legal matter.

In 1980, the Supreme Court of New Jersey established the Board on Attorney Certification for helping consumers find attorneys who achieved a high level of competence in their field of law.
Only those attorneys designated by the Supreme Court as "certified attorneys" can advertise that they are certified, and they must demonstrate the following:
- Sufficient levels of experience
- A sufficient education, knowledge, and skill in their area of practice
- The ability to pass a rigorous examination
- Recognition by their peers for having an excellent reputation and significant skills in their designated specialty
Currently, the Supreme Court certifies attorneys in four different areas of law: civil trial law, criminal law, matrimonial law, and workers' compensation law.

Fulfilling all the conditions necessary to become a certified civil trial lawyer means not only that the Supreme Court endorsed the attorney, but also that the attorney is distinguished in their efforts compared to other lawyers.
Legal advocates who wish to become certified must meet the following prerequisites:
- Be in good standing for at least 5 years with the New Jersey State Bar
- Pass a written legal exam pertaining to their specific area of law
- Within the past 3 years, they must have taken educational courses in their specified area of law
- Be highly involved in matters of litigation, as well as knowledgeable regarding the process
- Submit a list of judges and lawyers who can attest to the reputation and character of the attorney in question
